Health care leaders around the world have recognized the importance of community based primary health care in a strong health delivery system. In reengineering primary care, the South African government has created a policy environment to support this commitment.There are many challenges that need to be overcome to make this policy into a practical reality, however.
The findings presented in this report based on a rapid appraisal of the Ward Based Outreach Team (WBOT) model in National Health Insurance (NHI) pilot sites in seven provinces three years into the process of implementation. The findings provide a snap shot of the initiative from the perspective of middle (District & sub-District) and lower level facility managers (subregional managers and team leaders) and community health workers. They also take into consideration the experiences of 'best practice' described in the case studies.
